Quinell L. Francis, JP, is the current Mayor of the Town of St. George, Bermuda. Her leadership is defined by a deep personal connection to the town, a professional background in surveying, and a strong commitment to community preservation and engagement. She was first elected in 2015, and after a break from the role, was reelected to the office in 2023.
Born and raised in St. George, Francis has a lifelong passion for the town. She was educated at East End Primary, the Berkeley Institute, the Bermuda College, and Mt. St. Vincent University before earning a Bachelor of Technology in Surveying Engineering from Ryerson Polytechnic University. This academic and professional background as a land surveyor has directly influenced her political philosophy, with a particular focus on upgrading the town's infrastructure to a standard befitting its status as a UNESCO World Heritage Site. She also works at Compu-CAD Training & Services Limited.
Mayor Francis has a long history of public service within the Corporation of St. George's. She began her political career as a town councillor in 2011, was elected as an Alderman in 2012, and served as Deputy Mayor from 2013 to 2015. After her initial mayoral term from 2015 to 2019, she returned to office in 2023.
Her commitment to the community extends beyond her political office. In 2023, she was appointed by the governor to lead the St. George's Preservation Authority, a special committee dedicated to safeguarding the town's heritage. She has also been involved with the strategic planning team for the Bermuda Heritage Museum, working to rejuvenate the museum and secure its long-term success. A devout Christian, Francis has also been a lifelong member of The Salvation Army, where she has served as a Sunday school teacher and worked with the youth.
